The United States sells roughly fifteen million new light duty vehicles each year, and for more than a century nearly all of them have burned gasoline. Battery electric vehicles now make up a small but rapidly growing share of those sales, and a handful of states and the federal government have announced targets that would phase out new gasoline cars entirely within the next two decades. Automakers, utilities, dealers, and consumers are all being asked, in effect, to retool a sector that employs millions of Americans on a timeline that would have seemed fanciful a decade ago.

Supporters of a rapid transition point to climate risk, improving battery economics, and the precedent of other accelerated industrial changes. Skeptics argue that the charging network, the electrical grid, critical mineral supply chains, and consumer purchasing power are not yet ready for a forced timeline, and that moving too fast could strand workers and lower income drivers. Use the following sources to develop your argument about the pace at which the United States should transition from gasoline powered vehicles to battery electric vehicles.

The following is excerpted from a working paper published by an independent policy research center.

The pace of a technological substitution is rarely set by the technology alone. It is set by the rate at which capital stock turns over, by the speed at which complementary infrastructure is built, and by the willingness of workers and firms to absorb transition costs. In the case of passenger vehicles, the average American car remains on the road for about twelve years. Even if every new car sold next year were battery electric, the existing gasoline fleet would continue to consume fuel and emit carbon well into the 2040s. A mandate that targets new vehicle sales therefore describes only one edge of the actual transition, and its climate benefits are back loaded by roughly a decade.

What that delay implies depends on which climate budget one accepts. Recent modeling by the International Energy Agency suggests that keeping warming close to 1.5 degrees Celsius requires battery electric vehicles to reach roughly 60 percent of global new car sales by 2030. The United States reached about 8 percent in 2023. Closing that gap in seven years would require a compound annual growth rate of sales above 33 percent, which is faster than the growth rate achieved by any comparable durable good in the postwar period, including color television, personal computers, and smartphones.

None of this means the target is infeasible. It means that meeting it requires policy tools that act on all three constraints at once: subsidies or mandates that pull demand forward, public investment that pushes charging and grid capacity, and workforce programs that keep the displacement of autoworkers and mechanics from becoming a political veto. Policymakers who treat the pace of the transition as a purely technical question will find that the binding constraints are institutional.
